a lot has changed for the android target between the ShiVa 1.9, 1.9.1 and the UAT 1.3 and 1.4 beta releases.

since you are using the latest android ndk/sdk (i took this info from your other post), make sure you use the ShiVa 1.9.1 release and the latest UAT beta (1.4b4, which is only available to licensed customers).

ok, you have the latest android ndk(r8)/sdk(20) releases.
for that, i would recommend (on a win machine, on mac and win it's certainly easier)

- java sdk 1.6 32 bit plus an entry in the environment variables where it's stored
- UAT 1.4 beta 4 (only available though the beta program so far, only if you are a licensed customer, not the free WEB edition)
- shiva 1.9.1
- build target: at least android 2.2
- latest cygwin: standard install plus the "devel" packages (the ones that include MAKE)
- ANT plus an entry in the environment variables where it's stored
- eclipse and the ADT plugin are not required, only if you want to do advanced stuff.

you should still be able to push apk packages with the UAT 1.3.1, but you need older versions of the android sdk/ndk. i am not completely sure about the specs, but given the date of the uat 1.3.1 (early 2012), i'd say
ndk 6 or 7 http://developer.android.com/tools/sdk/ndk/index.html,
sdk 16 or 17 http://developer.android.com/tools/sdk/tools-notes.html,
jdk 1.6
cygwin 1.7

hope that works for you.
UAT 1.4 will come soon though, and i don't know if it's all worth the trouble.

some additional tips: "no such file or directory" issues more often than not come from paths with spaces (" ") or other special characters that are not allowed. make sure your ndk/sdk are installed in locations without those.
also, make sure to reference their install directories in the "settings" of the UAT.
and do install cygwin with the devel packages, it's another common error.
